The complaint notes that Hughes' alleged actions interfered with their investigation and caused additional concern and disturbance for citizens in the area. One officer reported that as Hughes rode past him, he "yelled that he was going to blow himself up." He also indicated "he intended to be a hero." When an EOD officer moved away from the package to take a look at the X-ray results, the complaint says Hughes "disregarded the commands of a uniformed officer conducting traffic control at 2nd and Wisconsin," "riding a bike toward the scene, not complying with commands to stop." As an officer ran toward him, the complaint says Hughes "turned his bike and started to ride towards the package." He then "removed items from the backpack and threw them to the ground." Hughes was then taken into custody. McIntyre had two previous felony convictions and was not to be in possession of any firearms. Troopers conducted a search of McIntyre’s home and reportedly found a large amount of marijuana, psychedelic mushrooms, cocaine, THC cartridges and trafficking materials, as well as multiple firearms. He allegedly admitted that he had done this two or three times a week for the past three years. Troopers went to McIntyre’s home to question him and he admitted that he was sending the money to California and expected his contact to send a shipment of drugs in return.

What was found was a box filled with cash. When investigating, a Kentucky State Police drug dog alerted to the package, and Troopers obtained a search warrant to open it up and see what the contents might be.

Fed Ex told KSP they were holding a package sent by Jimmy Scott McIntyre, 43 of Blackey, at its shipping center in Langley. A Letcher Co man was arrested Tuesday after Fed Ex reported that the man had dropped off what they referred to as a suspicious package.
